Different physical manifestations of puberty in girls don't always appear at the same time--you might have started growing breasts but your period might not have begun yet. I mean, I guess it's an okay intepretation considering girls married much younger than that, it just seems uncharacteristic--the Orsino meaning seems cleverer, and more wistful.
