Not bad at all, but if it were me, I'd opt for a slightly slower processor and bump up the memory. 256MB is a minimum these days. Windows XP is a hog. Unless you're doing serious gaming, or photo or video editing, you'll never notice the difference between a 2.4GHz and a 2.0GHz processor (except when you're paying for it!), but you will notice the difference between 256MB and 512MB of memory.
And whatever you do, don't connect it to the internet until you speak with a certain friend who happens to be a security guru :) Default installations of Windows XP are notoriously insecure.
